According to the controllers&rsquo; union, its 2,300 members are voting Tuesday but a date for a strike would be decided later on.\n<\/p>\n<p>\n&nbsp;\n<\/p>\n<p>\nThe stoppage could come in August, the busiest month for travel in Spain, one of Europe&rsquo;s top summer vacation destinations. USCA says the strike has been planned to protest the latest government ruling outlining changes in working and rest hours.\n<\/p>\n<p>\n&nbsp;\n<\/p>\n<p>\nThe union states the changes force several controllers to work up to 28 days a month.
