He says he doesn&rsquo;t want taxpayers to foot the bill for overruns on the cost of building and operating the high-speed line.\n<\/p>\n<p>\n&nbsp;\n<\/p>\n<p>\nSupporters of the plan are working to create an authority involving leaders in Orlando and Tampa to oversee the $2.4 billion of federal money already pledged to the construction.
