As fuel prices skyrocketed, airlines scrambled to offset losses elsewhere, with many increasing bag fees in the process.\n<\/p>\n<p>\n&nbsp;\n<\/p>\n<p>\nHowever, the DOT is concerned that baggage fees aren&rsquo;t being made clear enough for prospective travelers.
